The CI keystore must match Play Console > App signing > upload certificate. After an upload-key reset, rotate the secret in CI. Do not commit the keystore. Confirm you are uploading the same package name as the Play app record.
We hit this after a flavor versionCode got out of sync. Bundle Explorer showed the higher code sitting on internal.
